Multi-Tiered Systems of Supports (MTSS)

OVERVIEW

Multi-Tiered System of Supports (MTSS) is a school-wide approach that helps meet the academic, behavioral, and social-emotional needs of all students. MTSS is built on the belief that every child can succeed when given the right support. It begins with strong delivery of a guaranteed and viable curriculum for all students in the general classroom.

If a child needs support, educators work together to provide what is needed—whether it's in academic skills, attendance, behavior, or social skills. These supports are determined based on ongoing data and adjusted as needed. General education teachers play a key role, and families are important partners in this process. Our goal is to make sure every child has what they need to learn, grow, and thrive.

The MTSS model supports:

Differentiated Core Instruction (Tier 1):

  • Tier 1 instruction provides a strong foundation of high-quality, inclusive, and culturally responsive instruction as part of the district’s guaranteed and viable core curriculum.
  • Teaching is differentiated to meet diverse learning needs, ensuring that all students have access to rigorous, engaging, and meaningful learning experiences.

Supplemental Interventions (Tier 2):

  • Supplemental interventions are designed to address specific academic or behavioral needs and are typically delivered in the general education setting through small groups support.
  • These interventions help close learning gaps and provide additional opportunities for success, ensuring students are supported in reaching grade-level expectations and mastering essential learning outcomes.

Intensive Interventions (Tier 3):

  • Tier 3 provides individualized, intensive support for students with significant academic or behavioral needs.
  • These interventions are delivered with increased time, frequency, and duration, and are tailored to each student’s unique challenges.
  • Strategies are designed to address the root causes of learning or behavioral difficulties, ensuring the support is both responsive and effective.

Progress Monitoring:
Progress monitoring is a research-based practice used to assess student learning and evaluate the effectiveness of instruction and interventions. It provides regular, data-based insights into a student’s response to intervention, helping educators determine if the student is making sufficient progress to meet grade-level expectations. By tracking growth over time and comparing it to benchmarks, educators can adjust instruction to ensure the student is on track or modify supports if the gap is not closing.

Enrichments:
Enrichments are supports that extend and deepen core instruction by enhancing the content, process, or product. These opportunities are designed to challenge students and promote higher-level thinking and engagement.
