What is MTSS?
A Multi-Tiered System of Supports (MTSS) is a school-wide framework that helps all students succeed—in academic skills, attendance, behavior, and social skills. It provides high-quality instruction and targeted interventions matched to student needs, along with regular progress monitoring to guide decision-making.
MTSS is organized into three tiers:
- Tier 1 – Core Instruction: All students receive strong, evidence-based instruction in the general classroom.
- Tier 2 – Supplemental Support: Some students receive small-group support in specific areas of need.
- Tier 3 – Intensive Intervention: A few students may need individualized support delivered more frequently.
Why is Fargo Public Schools using MTSS?

Through this approach, the district maintains a clear, structured process to identify students who need additional support and provide targeted interventions to help them succeed
Will MTSS help my child, even if they aren’t struggling?
Yes! MTSS benefits every student. It enhances learning for all and ensures those who need extra support receive it quickly.
How do schools decide which students need extra help?
Teachers use assessments, classroom observations, and student data to identify students who may benefit from additional support. All schools have an MTSS team that reviews relevant student information to suggest appropriate educational support to help students reach grade-level expectations. Parents are invited to visit with their child’s teacher, counselor, or administrator to discuss concerns.
What kind of support will my child get?
Depending on their needs, your child may receive small-group instruction, individual support, or other strategies proven to help students succeed.
Is MTSS just for academics?
No. MTSS also supports behavior, social-emotional learning, and attendance. It’s a whole-child approach.
How does MTSS differ from special education?
MTSS provides extra help to students in the general education program who are not yet meeting grade-level goals in certain areas. In contrast, special education services are provided through Individualized Education Programs (IEPs), which are legal documents developed after a comprehensive evaluation process that typically extends beyond the MTSS framework.
